Grass Valley has been working with NorthStar since 2013 and is part of a growing portfolio of Northern California cities where we provide these services. For a city the size of Grass Valley, outsourcing the primary role of City Surveyor makes more fiscal sense than having a full time staff person, and can be done without being onsite full time.
Mike Mays, PLS leads our surveying division and provides Grass Valley with technical review and approval for subdivision maps, parcel maps, lot line adjustments, and public roadway dedications/vacations. These are reviewed to ensure that they adhere to both form and content as prescribed by law, down to boundary procedures. City and county maps are reviewed for consistency with the Conditions of Approval, the City Municipal Code, the State of California Subdivision Map Act, the Land Surveyor’s Act, and acceptable engineering and surveying practices in the State of California.
Timeliness is a key element in this work and initial reviews are completed within 10 working days of receipt with final review of recordable documents completed less than five days of receipt.
Adapting to regional practices and local policies is one of the complexities of checking and approving the work of other professional surveyors and engineers. This is overcome by maintaining clear and open lines of communication with City Staff and with the surveyor/engineer, in addition to having a thorough understanding of local ordinance.
