NorthStar provides a full range of City Engineering services for the City of Corning, ensuring that improvement plans align with municipal codes and city standards. NorthStar handles technical reviews of site plans, grading and drainage assessments (both quality and quantity), erosion control plans, traffic studies, and geotechnical reports to support the city's development and infrastructure needs.

NorthStar's Senior Managing Engineer/Department Manager, Robin Kampmann PE, leads these City Engineering efforts, while also wearing another hat as Airport Manager. In this role, she prepares annual Capital Improvement Program (CIP) documents, submits grant applications, coordinates with the FAA, and oversees airport improvement projects. NorthStar also plays a key role in Corning’s planning and entitlement process—conducting technical reviews and assisting in drafting project conditions to meet both city requirements and community needs.

Beyond planning, NorthStar actively supports Corning’s public projects by assisting in the bidding process, responding to contractor inquiries, reviewing submittals, and performing inspections to ensure quality results.

NorthStar also provides on-call civil engineering and land surveying services for Corning’s Public Works Department. This includes preparing reports, plans, specifications, and bid documents for street improvements, sewer and water distribution, storm drainage, and site development projects.

Our surveying services cover topographic surveys, monument setting and resetting, boundary surveys, legal descriptions and plat maps, aerial drone surveys, and other fieldwork.
