
Paradise Ridge Mobile Home Community

NorthStar led the civil engineering efforts for the redevelopment of Paradise Ridge Mobile Home Community, a vital housing project in the heart of Paradise, California. Formerly known as Ponderosa Mobile Home Park, the site was destroyed in the 2018 Camp Fire. As one of the first mobile home parks to be rebuilt in the region, the project played a key role in restoring housing opportunities for residents affected by the disaster.
The 16-acre site presented significant design and grading challenges due to Paradise’s steep topography. NorthStar collaborated closely with the owner, BoaVida Communities LLC, and general contractor Walberg, Inc. to ensure a practical and buildable layout. To deliver level building pads across the site, our team designed a grading plan that incorporated ECO block retaining walls—balancing cost, constructability, and long-term performance.

A standout element of the project was the design of a new wastewater treatment system. NorthStar engineered a complex sand filtration system to replace the existing infrastructure, meeting strict environmental standards while supporting the long-term sustainability of the community.
This project also marked a milestone in NorthStar’s involvement with local recovery efforts. We participated in early coordination with the California Department of Housing and Community Development (HCD).
Paradise Ridge Mobile Home Community now stands as a symbol of resilience and progress—and NorthStar is proud to have played a part in helping Paradise move forward. Construction began in 2019 and was completed in late 2022.
